Sometimes, MMA fighters will try to make their fight exciting by dropping their hands and daring their opponent to hit them. UFC middleweight champ Anderson Silva did it in his easy win over Stephan Bonnar, and Nick Diaz is quite well known for making this move.

Voodoo adds tent camping to festival experience

(AP) ? The Voodoo Music + Arts Experience is bringing a European music festival experience to New Orleans with overnight tent camping and more Euro-dance-based acts to its stage.

The lineup for the three-day festival, which starts Friday at New Orleans City Park, includes Skrillex, Justice and Kaskade, electronic DJ-producers who have performed at other U.S. festivals in recent years as U.S. radio continues to welcome dance music to its rotation, following Europe's longtime trend.

This will be the first year tent-camping will be available for concert-goers ? a popular stable at European music festivals.

"It's a long-standing tradition that works really well there, so we thought why not bring it here?" said Voodoo producer Stephen Rehage. As one of the first American festivals to offer tent-camping, Rehage said he's starting small, with about 300 tent sites. Restrooms and showers will be provided.

The 14th annual Voodoo will include nearly 100 acts in rock, metal, hip-hop, blues and electronica. Headliners include Neil Young and Crazy Horse, Metallica and Jack White.

Rehage said he has moved the stage for the electronic DJs to a location that can accommodate more festival-goers because last year the fan base was spilling over into other stage areas.

Xavier de Rosnay of the French duo Justice, who performs Saturday, says he doesn't know what makes his music such a draw, and he's not sure he wants to.

"Sometimes not knowing is good because knowing could be a temptation for us to begin making music to please people instead of making music as we do now with complete freedom," de Rosnay said in a phone interview.

Nas, The Avett Brothers, Bootsy Collins, Gary Clark Jr., Silversun Pickups and Dave Stewart will also perform.

"This festival really is a musical gumbo," Rehage said. "Every year we just throw it all in the pot, mix it up and hope it tastes good."

Voodoo, which is held annually around Halloween, includes a sampling of local talent with Irma Thomas, Marcia Ball, the Lost Bayou Ramblers and Little Freddie King.

Max Bermis, frontman for the California-based punk rock band Say Anything, said he's looking forward to being part of such a unique lineup.

"Neil Young and Metallica are playing. It's not an endless parade of what's hip or what's popular. It seems to have some cool culture to it," said Bermis, whose band performs Friday.

Metallica was added to the lineup this month to fill the slot previously held by Green Day, which canceled its performance.

"We're hoping we can fill those very large shoes and do them proud," said Metallica drummer Lars Ulrich.

Voodoo tickets start at $90 for one-day admission, $175 for three days, with packages for VIP, parking and camping.

China's Ai Weiwei bemoans block on his "Gangnam" parody

BEIJING (Reuters) - Dissident Chinese artist Ai Weiwei criticized the government on Thursday for removing from Chinese websites his parody of Korean pop sensation Psy's Gangnam Style video.

Ai, a world-renowned artist and China's most prominent dissident, and staff of his company performed Psy's famous horse dance in his Beijing studio and posted the video late on Wednesday to Chinese sites such as "Tudou", the equivalent of the blocked YouTube site.

Ai, 55, called the video "Caonima". "Caonima" means "grass mud horse" but the word, which sounds like a very crude insult, has also been taken on by Chinese Internet users, and by Ai himself, and featured in postings mocking the government's online controls.

"We only filmed for a bit over 10 minutes but we used a whole day to edit, and eventually put it online at midnight," Ai told Reuters.

"After we had uploaded it, a few hours later ... we found that a lot of people, tens of thousands, had already watched it. Now, in China, it has already been totally removed, deleted entirely, and you can't see it in China," Ai said.

Ai said Psy's Gangnam Style song and dance was a grass-roots expression of individualism that should be allowed in his country.

"Overall, we feel that every person has the right to express themselves, and this right of expression is fundamentally linked to our happiness and even our existence," Ai said.

"When a society constantly demands that everyone should abandon this right, then the society becomes a society without creativity. It can never become a happy society."

Ai, whose 81-day detention last year sparked an international outcry, has regularly criticized the government for what he sees as its flouting of the rule of law and the rights of citizens.

Last month, a court upheld a $2.4 million tax evasion fine against him, ending a long legal battle with the authorities. He can be jailed if he does not pay.

3 family members killed, 2 hospitalized in Downey shootings - KPCC

Downey police are trying to piece together why a gunman targeted a family at at a business and later at home, killing three people and injuring two more. The suspect who fled in what authorities believe is one of the family owned cars remains at large.

Downey police received a call right before 11:15 a.m. Wednesday about a shooting at the business on the 8700 block of Cleta St. Within five minutes, another 9-1-1 call about a shooting came from a house approximately two blocks away.

A man and a woman were pronounced dead at the business. A woman was found dead at the home. One teenage boy and an adult female sustained injury from the shooting.

?We do not believe that this was a random act of violence,? said Downey Police Lt. Dean Milligan.? ?We do believe that for some reason this family was targeted.???

All of the victims are family. One of the survivors is a 13-year-old boy, who was shot in the upper arm and who also made the 9-1-1 call from the home. He has been giving the police information about the suspect.

Police said the victims described the man as an African-American male who left in a black Camaro with the license plate 6LEA010. They told police they didn?t recognize the suspect as someone they knew.

Milligan said they don?t believe the suspect forced his way into the business or the house. He said there was a brief conversation or an exchange of words between the shooter and the victims before the man opened fire on them.

All afternoon, investigators walked in an out of the business and the house taking photographs and notes. The family-owned fire protection business is located in a mostly industrial street with a few homes. A crowd of neighbors gathered to get more information at the blocked off neighborhood intersections. ?Some of them like John Popper waited to get access to their homes.

?This is a quiet neighborhood,? he said. I walk at night and ride my bicycle. No problem.?

Sherry Diyorio lives behind the family?s home on the other street. She didn?t know the family but said her daughter knows the teenage boy through school.

?That poor kid,? she said. ?He?s only in middle school. That?s what upsets me.?

Investigators are reviewing surveillance video from nearby businesses in a search for more information about the suspect.

Kids' mountain bike program likely the first of many in Old Town ...

Ten children in Old Town learned the joys of mountain biking during a monthlong program for grades 4-8 that ran mid-September through mid-October.

The program was made possible by a first-of-its-kind collaboration of three Maine-based organizations: Old Town Recreation, Maine Winter Sports Center and the Bicycle Coalition of Maine.

?They were very excited to just go out and experience the outdoors,? said Kevin McPhee, director of Old Town Recreation, which hosted the program. ?We have a river trail here in the Old Town-Orono area that goes along the Stillwater River. It?s just a beautiful bike trial, and they were able to experience that on a couple of occasions.?

Biking in the mud was their favorite part.

?They usually came back and had mud up their backs and huge smiles,? McPhee said. ?Their parents would come to pick them up and just shake their heads and smile.?

Healthy Hometowns, the community development program of the Maine Winter Sports Center, provided mountain bikes and helmets for participants, as well as training and curriculum for leaders.

?The focus of this program was on experiencing the lifelong, active outdoor pursuit of mountain biking,? said Central Maine Healthy Hometowns coach Lauren Jacobs. ?Kids had a blast exploring the trails, getting muddy and becoming skilled bikers.?

In April, L.L.Bean announced a $1 million donation to Healthy Hometowns to expand the program into a year-round, statewide effort. This donation coincides with L.L.Bean?s mission to get more children outdoors during their 100th anniversary year and beyond.

?In the past, Healthy Hometowns has been primarily cross-country ski-oriented and mostly in the County, up in Aroostook,? Jacobs said. ?With the funding in April, we can go statewide and year-round. This is the first time we?ve had equipment to use in other regions.?

The funding is providing staff, training and resources for Healthy Hometowns expand its focus to outdoor activities such as paddling, hiking, mountain biking, orienteering and camping.

So far, the donation enabled Healthy Hometowns to purchase 20 mountain bikes, three boat trailers of kayaks, and expand their ski collection to approximately 1,500 sets of skis. The program ?coaches? have started spreading out across the state, and the equipment supply will continue to grow over the next three years, Jacobs said.

The 10 children who participated in the Old Town mountain bike program gained skills and confidence through riding on local trails and fields and engaging in a variety of games and activities used to teach bike handling, shifting, braking, safety and navigating obstacles.

The Bicycle Coalition of Maine, a statewide cycling advocacy group, supported the initiative with a safety program for participants and program leadership by a coalition employee.

?Participants markedly improved their biking skills while getting great exercise and getting the opportunity to experience the great Maine outdoors as it was meant to be enjoyed,? McPhee said.

During the summer, Healthy Hometowns and Old Town Recreation worked together to provide kayaking and biking opportunities to summer camp participants. And this winter, the two organizations will work together for the third year to offer a youth cross-country ski program in conjunction with the Penobscot Valley Ski Club.

?This will be an ongoing effort,? McPhee said. ?We look forward to doing this spring, summer, fall and winter. We look forward to partnering with them each season to provide a different activity.?

Healthy Hometowns trailers filled with cross-country skis and snowshoes will travel throughout the state all winter to give children the chance to experience winter sports. Several schools in the Bangor area have booked the equipment, including schools in Winterport, Hampden, Bangor and Dover-Foxcroft.

?We are really focused on winter right now, planning winter sports, getting out calendars filled up and getting ready to do our ski weeks,? Jacobs said. ?But it won?t be long before we start thinking about spring and getting programming lined up. We already have a couple of requests ? Milo has already scheduled the mountain bikes for their outing club members for some time in May.?

Mass. gov.: Fungus seen at meningitis-linked firm

BOSTON (AP) ? State officials investigating a pharmacy linked to a deadly outbreak of meningitis said Tuesday they found shoddy sterilization practices and unclean conditions there, including debris-covered floor mats and standing water from a leaking boiler.

State officials also said the New England Compounding Center shipped steroids from the possibly contaminated batches suspected in the outbreak before it received its own test results confirming the drugs were sterile.

Gov. Deval Patrick said he's ordered state pharmacy regulators to conduct surprise inspections ? the first of which happened Tuesday ? at companies similar to the NECC and take other steps to tighten oversight. The state also has moved to revoke the company's operating license and the licenses of its top three pharmacists.

"Those whose laboratory practices caused this outbreak should never practice pharmacy or manufacture in Massachusetts again," Patrick said.

The outbreak of fungal meningitis, an inflammation of the lining of the brain and spinal cord, has sickened 308 people, including 23 who have died, in 17 states. The outbreak has been linked to a steroid made by the NECC and taken mainly for back pain. Compounding pharmacies like NECC custom mix solutions in doses or forms generally not commercially available.

The federal government is conducting a criminal investigation.

The state said Tuesday that its preliminary investigation, which began last month after the company was first suspected in the growing outbreak, found large batches of drugs ready for general distribution but not labeled for specific patients.

Its state license permits the company to fill out only specific prescriptions for specific patients, and distributing drugs in bulk like a manufacturer would violate that, said Dr. Madeleine Biondolillo, director of the state Department of Public Health's Bureau of Healthcare Safety.

But company attorney Paul Cirel said it's "hard to imagine" state regulators weren't previously aware of the scale of its operations because they've worked so closely together. The state Board of Pharmacy has always had complete access to the facility, and board members were there as recently as last summer, he said.

"NECC's transparency in dealing with the board since inception in 1998 demonstrates its good-faith intention to operate in compliance with the requirements of its license," Cirel said.

Besides possible state license violations, Biondolillo said the inspections also revealed "several health and safety deficiencies" at the NECC facility in Framingham, just west of Boston.

Three lots of steroids produced by the company are suspected in the outbreak, and the company shipped orders from those lots 13 times before receiving the results of its own tests to confirm those lots were sterile, Biondolillo said. Some medication was shipped as many as 11 days before the company received test results, she said.

Biondolillo also detailed signs of flawed sterilization procedures, including black specks of fungus in sealed vials of the steroids, which were returned to the company during a recall.

Investigators found the company didn't sterilize its products long enough and didn't adequately test whether its sterilization equipment was working, she said.

In addition, mats on which people wiped their shoes to remove contamination before entering a sterile environment were "visibly dirty and soiled with assorted debris," she said. And a leaking boiler adjacent to a pharmacy clean room left an unsanitary pool of water around it and the adjacent walls, she said.

None of what's been found is enough to definitively determine what caused the contamination, and the investigation is ongoing, Biondolillo said.

Meanwhile, Patrick's moves to increase oversight at the state's 25 compounding pharmacies have already started.

The first of the unannounced inspections, to take place at least annually, was done on Tuesday, health department spokesman Alec Loftus said. He wouldn't give the inspected facility's name and said the results are being reviewed.

Patrick said compounding pharmacies will now be required to file annual compliance reports that could help regulators determine if they are acting as manufacturers.

Commodity Market Update - 23.10.12

Energy: Crude oil has competed a 61.8% Fibonacci retracement losing almost 2.5% today trading under $86/barrel for the first time since mid July. I advised clients to book profits on their bearish trades and I will be looking to re-establish shorts in further out contracts in the coming sessions. I think we could see an additional 4-6% decline after a slight bounce. RBOB traded lower again today making it 9 consecutive sessions trading under its 100 day MA for the first time since late July. Next support in December is seen just above $2.50. Do not rule out a bounce after the near 30 cent loss in the last 2 weeks. With the 1.19% loss in heating oil today prices are only pennies away from a trade under $3/gallon. More downside is expected as the 100 day MA is 7 cents under today?s settlement. For hedgers looking to lock in prices before the anticipated winter appreciation I am looking at buying for some clients 15-20 cents lower. Natural gas gained 2.3% on an inside day. The 18 day MA supported the last 2 sessions but I still think lower trade is likely. My favored play is short futures while simultaneously selling out of the money puts 1:1.

Stock Indices: The S&P gave up 1.63% closing at 6 week lows. A correction is under way and I have a target of 1380 in December futures. The Dow failed to hold onto its 50 day MA which supported yesterday closing lower by 1.89%. Only another 75 point loss to complete a 38.2% retracement though I think we could see a 50% move putting December futures at 12750.

Metals: Gold lost just better than 1% getting within $5 of $1700/ounce. On a trade near $1665-1680 I would be booking profits on bearish trades and starting to price out bullish positions into next year?stay tuned. Silver closed lower by 1.77% closing near its lows under $32/ounce. The 100 day MA comes in at $30.25 and though we may not get that low I do think we can get pretty close which means stay the course on shorts for now.

Softs: Inside day in cocoa as 2500 has served as resistance the last few days. As long as prices in December remain above 2450 stay long but put stops just under that level. March sugar lost 2.04% but futures have yet o make new lows. Continue to scale into long plays with stops just under the August lows. Assuming a fresh long entry at current prices that equates to about $300-350 of risk per contract.? Cotton lost nearly 3.5% today?note I advised long entries to exit yesterday. On a slight rally in the coming days aggressive traders can look to fade that move thinking we see a trade under 70 cents in the coming weeks. Coffee lost 2.22% but I feel we could get a bounce that would set up a bearish trade from higher levels. If we break down from here I?ll likely miss the trade with clients.

Treasuries:? 30-yr bonds traded above their 9 day MA for the first time this week closing just below that pivot point. I see higher trade and open the opportunity to be a seller near 150?00 in December. 10-yr notes appear to be establishing a base just above 132?00 and from my perspective should trade higher. A close above 133?00 and a sale would be back on my radar.

Livestock:?? Live cattle have lost ground the last 3 sessions trading under its 9 day MA today. Traders can gain slight bearish exposure targeting a trade under $1.25 in December. January feeder cattle closed under their short term MAs as my bias is bearish here as well. I don?t really care for the risk to reward dynamic but I do expect a challenge of $1.46 in the coming sessions?trade accordingly. Today?s chart of the day offers a viable trading opportunity in my opinion; bearish exposure in lean hogs.? A close under the 9 day MA and reversal from overbought levels yesterday sets up a trade that I think could put prices of December futures back under 75 cents. My favored play is short futures while also selling out of the money puts 1:1 as a hedge.

Grains: Corn lost 0.70% as the 50 day MA capped any upside once again. Aggressive traders can gain bearish exposure with stops just above that pivot point; in December at $7.65. Four out of the last five sessions soybeans have gained with prices higher by just better than 60 cents. I do not expect much upside but a trade over $15.60 in November should add another 50 cents/bushel. Wheat cannot get out of its own way. Prices broke down today and recent longs should have been stopped at a slight loss. Remain on the sidelines until we get a clearer picture.

Currencies:? Impressive move in the dollar today as I did a featured piece on how trade in the greenback affects other currencies and commodities. A settlement over the 34 EMA which is likely should be a game changer and lead to further appreciation. My favored sales against the dollar remain the Pound and Loonie. My targets on December futures are as follow 1.5800 and .9925. Tighten stops on Yen shorts as we could get a bounce after the 4 cent decline in recent weeks. Do not allow the market to take back too much.

LG Spectrum 2 outed on Best Buy website

The original LG Spectrum on Verizon wasn't exactly a blockbuster, but was an important mid-range staple nonetheless. Verizon looks to be following it up with a second iteration, as a Best Buy page has just gone live spilling the beans on the device. The Spectrum 2 will have a 1.5GHz dual-core processor, 4.7-inch 720x1280 display, 8MP/1.3MP cameras, MicroSD card slot and of course LTE.

The Spectrum 2 really looks to be a bit of a mash-up between the original Spectrum and the Optimus G that we've seen as of late, bringing design queues and specs from each. The price listed on Best Buy is at $649 unsubsidized -- which isn't surprising -- but what will really be interesting is how Verizon prices this with a 2-year commitment.

The nanomechanical signature of breast cancer
(Nanowerk News) The spread of cancer cells from primary tumors to other parts of the body remains the leading cause of cancer-related deaths. The research groups of Roderick Lim and Cora-Ann Schoenenberger from the Biozentrum of the University of Basel, reveal in the journal Nature Nanotechnology ("The nanomechanical signature of breast cancer") how the unique nanomechanical properties of breast cancer cells are fundamental to the process of metastasis. The discovery of specific breast cancer ?fingerprints? was made using breakthrough nanotechnology known as ARTIDIS. Lim?s team has now been awarded about 1.2 million Swiss francs from the Commission for Technology and Innovation (CTI) to further develop ARTIDIS.
Breast cancer is the most common form of cancer in women with 5500 patients being diagnosed with the disease in Switzerland each year. Despite major scientific advancements in our understanding of the disease, breast cancer diagnostics remains slow and subjective. Here, the real danger lies in the lack of knowing whether metastasis, the spread of cancer, has already occurred. Nevertheless, important clues may be hidden in how metastasis is linked to specific structural alterations in both cancer cells and the surrounding extracellular matrix. This forms the motivation behind ARTIDIS (?Automated and Reliable Tissue Diagnostics?), which was conceived by Dr. med. Marko Loparic, Dr. Marija Plodinec and Prof. Roderick Lim to measure the local nanomechanical properties of tissue biopsies.

?Fingerprinting? breast tumors
At the heart of ARTIDIS lies an ultra-sharp atomic force microscope tip of several nanometers in size that is used as a local mechanical probe to ?feel? the cells and extracellular structures within a tumor biopsy. In this way, a nanomechanical ?fingerprint? of the tissue is obtained by systematically acquiring tens of thousands of force measurements over an entire biopsy. Subsequent analysis of over one hundred patient biopsies could confirm that the fingerprint of malignant breast tumors is markedly different as compared to healthy tissue and benign tumors. This was validated by histological analyses carried out by clinicians at the University Hospital Basel, which showed a complete agreement with ARTIDIS. Moreover, the same nanomechanical fingerprints were found in animal studies initiated at the Friedrich Miescher Institute.
Plodinec, first author of the study, explains: ?This unique fingerprint reflects the heterogeneous make-up of malignant tissue whereas healthy tissue and benign tumors are more homogenous.? Strikingly, malignant tissue also featured a marked predominance of ?soft? regions that is a characteristic of cancer cells and the altered microenvironment at the tumor core. The significance of these findings lies in reconciling the notion that soft cancer cells can more easily deform and ?squeeze? through their surroundings. Indeed, the presence of the same type of ?soft? phenotype in secondary lung tumors of mice reinforces the close correlation between the physical properties of cancer cells and their metastatic potential.
ARTIDIS in the clinics
?Resolving such basic scientific aspects of cancer further underscores the use of nanomechanical fingerprints as quantitative markers for cancer diagnostics with the potential to prognose metastasis.?, states Loparic, who is project manager for ARTIDIS. On an important practical note, a complete biopsy analysis by ARTIDIS currently takes four hours in comparison to conventional diagnostics, which can take one week. Based on the potential societal impact of ARTIDIS to revolutionize breast cancer diagnostics, Lim?s team and the Swiss company Nanosurf AG have now been awarded about 1.2 million Swiss francs by the Commission for Technology and Innovation (CTI) to further develop ARTIDIS into a state-of-the-art device for disease diagnostics with further applications in nanomedicine.
Over the next two years, Lim and colleagues will engage and work closely with clinicians to develop ARTIDIS into an easy-to-use ?push-button? application to fingerprint diseases across a wide range of biological tissues. As a historical starting point, the first ARTIDIS demo-lab has already been established at the University Hospital Eye Clinic to collect data on retinal diseases with the goal of improving treatment strategies.

Stock futures drop as earnings spark global slowdown worry

NEW YORK (Reuters) - U.S. stock index futures fell on Tuesday on concerns the slow global economy will continue to dent corporate revenues, with a trio of Dow components appearing to confirm investor worries.

United Technologies Corp reported a 3.3 percent decline in third-quarter earnings and cut its sales forecast for the year, citing weak demand from airlines and an uncertain economy.

"Then all of a sudden - wham - we get weaker earnings this quarter and it refocuses everybody's attention on the global economy."

Adding to the global economic concerns was a fall in Spanish bond prices after Moody's downgraded five of the country's regions including economically important but deeply indebted Catalonia.

S&P 500 futures fell 16.1 points and were well below fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures dropped 112 points, and Nasdaq 100 futures declined 25 points.

According to Thomson Reuters data, 33 S&P 500 companies are scheduled to post earnings on Tuesday. Of the 123 S&P 500 <.spx> companies that have reported earnings through Monday morning, 60.2 percent have topped analysts' expectations, shy of the 62 percent average since 1994 and below the 67 percent average over the past four quarters.

Earnings are expected to fall 2.4 percent in the third quarter from a year ago. Even more disconcerting to investors, top-line expectations have been more discouraging, with 61 percent of companies having missed revenue expectations.

Apple Inc shed 0.6 percent to $630.01 in premarket trade. The company is expected to make its biggest product move on Tuesday since the iPad's debut two years ago, launching a smaller, cheaper tablet into a market staked out by Amazon.com Inc and Google Inc .

Whirlpool Corp advanced 2 percent to $88 after reporting a higher-than-expected quarterly profit, helped by price increases and tight cost controls, and the world's largest appliance maker raised its earnings outlook for the year.

RadioShack Corp tumbled 15.5 percent to $2.02 in premarket after the consumer electronics chain reported a much wider-than-expected quarterly loss, hurt by weak margins in its smartphone business.

The U.S. Federal Reserve's policy committee is also set to begin the first day of a two-day meeting on interest rate policy on Tuesday. The Federal Open Market Committee is likely to hold off from taking fresh steps at the meeting, opting to review the impact of the significant action it took last month and keep a low profile in its last gathering before the November 6 general election.

European stocks fell broadly as third quarter results presented a mixed picture, hitting a one-week low that analysts said might encourage some investors back into the market. <.eu/>

Sea turtle farm that harvests meat targeted

Wildlife activists urged the Cayman Islands on Thursday to permanently halt the farming of green sea turtles at a popular government-owned tourist attraction that has released thousands of juveniles into the sea and harvests some for meat.

The Florida-based Sea Turtle Conservancy joined the London-headquartered World Society for the Protection of Animalsin a campaign to stop the Cayman Turtle Farm from farming green sea turtles, which is an endangered species that when fully grown can weigh 700 pounds.

Conservancy director David Godfrey said in a statement that "it's time to turn things around" at the roughly 40-year-old facility, which features captive breeding and research areas along with a lagoon where visitors can swim with sea turtles, "touch tanks" where children can pick up young turtles, and the biggest swimming pool on Grand Cayman. It touts itself as the British Caribbean island's premier wedding destination.

The turtle farm, bought by the Cayman government in 1983, says it carefully follows internationally accepted and humane animal husbandry practices. More than 31,000 yearlings have been released into the wild, it says. The farm has agreed to be independently evaluated in December.

Over the years, thousands of tourists have flocked to the coastal facility in West Bay to watch tagged, captive-bred turtles getting released into the sea.

"Despite the lack of evidence that the turtle release program actually benefits the wild population, countless individuals around the world are led to believe that the program works and that it is a successful option for saving and restoring wild sea turtle numbers," said Godfrey, who contends the facility's captive turtles can spread genetic complications and diseases to wild populations.

The Sea Turtle Conservancy's call comes more than two months after nearly 300 juvenile green sea turtles died at the facility in the Cayman Islands, where turtle steaks, fritters and soups are on local menus and the delicacy is considered part of the islands' heritage. The farm, which had a total of some 5,000 turtles in January 2011, said the creatures died after a water line broke and reduced the water supply to several tanks.

The World Society for the Protection of Animals recently released a video and photographs purporting to show turtles in overcrowded, dirty tanks at the Cayman Turtle Farm. The group maintains that some of the sea turtles have resorted to cannibalism in their enclosures.

The turtle farm said it has methodically maintained the health and wellbeing of its turtles through established veterinarian treatment. It insists it has found no basis for what it called "sensational allegations" and remains focused on operating a unique tourism attraction that supports research and conservation of sea turtles.

It also disputes the conservancy's accusations that the turtle release program endangers wild populations by spreading disease and genetic problems. Some 150 research papers support its conservation efforts, and there have been increased numbers of adult female turtles returning to Cayman's beaches to nest, the facility says.

Last year, about 10 percent of the farm's total herd of turtles was harvested for meat. The facility is the only legal source of turtle meat in the Cayman Islands and such sales are designed to undercut illegal poaching.

UK regulator says worse may be yet to come for banks

LONDON (Reuters) - The worst may be yet to come for Britain's banks as they are still not strong enough to cope with another financial meltdown, a top regulator warned the country's bankers on Wednesday.

"We are in very difficult circumstances in the sense that huge risks are behind us (but) there is still a tangible probability - not a high probability - that the worst may still be ahead," said Paul Tucker, deputy governor of the Bank of England.

"Basel I, II, III, IV and V are not calibrated for the kind of end of the world risks that lie within the realms of the possible at the moment," he told the British Bankers' Association's annual conference in London on Wednesday.

British banks have already been forced to build up large capital defences since the beginning of the financial crisis in 2007, and are caught between regulators' conflicting advice to trim surplus reserves while acquiring more capital.

In September, the Bank of England's Financial Policy Committee said banks could trim reserves if they lent to businesses but that they should also build up core defences, by cutting bonuses if need be.

Tucker also warned of a huge public backlash if banks - such as Royal Bank of Scotland and Lloyds which were rescued by taxpayers in 2008 - needed to be bailed out again.

Although British banks' reserves are now above the minimum international standards known as Basel III that are being phased in from January, Tucker - the top contender to succeed Mervyn King as Bank governor next year - said banks should go further.

"If we get a tidal wave, we may all be grateful that there are a few billion more in capital here and there in the banking industry, keeping banks in the private sector rather than the dead hand of state ownership," he said.

But Andrew Bailey, head of banking supervision at the Financial Services Authority, said the BoE's Financial Policy Committee (FPC) was struggling to send a clear message to banks on how big capital defences needed to be.

Tucker added it was not "safe" to continue allowing banks to calculate their own capital buffers using in-house computer models, and called on global regulators to consider mandatory fixed amounts of capital instead as in the United States.

He also backed forcing top bankers to have some of their bonus in the form of their bank's debt, meaning they would bear losses to help with any bailout of the bank.

Bailey said the FSA still required banks to build up their core Tier 1 ratios - a benchmark of a bank's health - in line with Basel III, but would allow them to scale back the capital they hold above the regulatory minimum, know as Pillar 2.

Since 2008, this Pillar 2 capital has risen from just under 20 billion pounds ($33 billion) to 150 billion pounds.

BATTERED REPUTATIONS

Regulators are trying to restore trust in banks already battered by mis-selling scandals, tougher rules and the record $450 million fine for Barclays in June for trying to manipulate the London Interbank Offered Rate (Libor).

The government said on Wednesday it would change the law to make the rigging of market benchmarks illegal and strip the BBA of its role as Libor administrator.

BBA Chief Executive Anthony Browne said a survey showed only 28 percent of the public trusted high street banks.

"If there is one good thing to come out of Libor, it is that there is now clear determination from the top of the industry that they must do whatever it takes for banks to win back their place in society," he said.

Bankers recognise that the "good cop, bad cop" message from regulators was partly down to the FPC's dual supervisory role of monitoring economic growth as well as maintaining financial stability, two remits that often contradict each other.

"It shows that supervision is an art and not a science," said Paul Chisnall, executive director of the BBA. "The process of supervision is evolving. There is a new dynamic between the overall level of capital in the financial system and the ability to adapt this to give some assistance to help the economy."

However Rolls Royce Finance Director Mark Morris said regulators had not yet got the balance right for business. "We feel (it) is being overlooked more in favour of regulation rather than growth," he told the BBA event.

Rugged Samsung GALAXY Rugby LTE Coming to Bell on November 1

Several days ago Samsung confirmed that an unannounced Galaxy Rugby Pro smartphone would eventually make its way in the United States via AT&T carrier.

However, the South Korean handset maker did little to offer details on the smartphone?s availability and pricing options in the United States.

There?s more to it as folks over MobileSyrup recently uncovered new info on the illusive Samsung Galaxy Rugby Pro. It appears that the device will be launched in Canada as well, but under a slightly different name.

A Bell internal document leaked online confirms the smartphone will be launched in Canada on November 1 as Samsung Galaxy Rugby LTE.

Although we don?t have the full specs sheet of the AT-T-bounded Galaxy Rugby Pro, it appears that Bell?s version will be delivered with PTT (push to talk) capabilities and LTE support.

Those unaware should know that Bell Canada plans to launch its PTT network in the first half of 2013, but the addition of a new LTE smartphone to its portfolio is more than welcomed.

So far, we have learned that Samsung Galaxy Rugby LTE, model number SGH-I547c, will be shipped with Android 4.0 Ice Creams Sandwich operating system out of the box, though we suspect Samsung will offer a Jelly Bean update as well.

On the inside, the Galaxy Rugby LTE looks pretty impressive, as the device is equipped with a dual-core processor clocked at 1.5 GHz.

As we already mentioned earlier, this is a rugged device that has been MIL-STD-810G certified. It is resistant to salt, dust, humidity, rain, vibration, solar radiation, transport and thermal shock.

The Galaxy Rugby LTE sports a 4.0-inch Super AMOLED capacitive touchscreen display that supports 480 x 800 pixels resolution. It also packs a 5-megapixel rear camera, a secondary front-facing camera for video calls, as well as a microSD card slot for memory expansion (up to 32GB).

Aide: Obama takes responsibility for Libya attack

DENVER (AP) ? A top campaign aide says that President Barack Obama takes responsibility for the consulate attack in Libya that killed four Americans.

Deputy campaign manager Stephanie Cutter tells The Associated Press in a phone interview Tuesday that, quote, "every time an American dies abroad, everybody takes responsibility, from the top down."

Asked whether that includes Obama, Cutter says, quote, "Absolutely ... He's the president of the United States."

Secretary of State Hillary Rodham Clinton said Monday that she was responsible for security at the U.S. Consulate in Benghazi. Republicans have accused the Obama administration of ignoring requests for more protection before the attack.

Cutter says it's "unfortunate" that Republicans are mounting political attacks and that, in her words, "in times of crisis, normally the country comes together."
